Scott Fein
Senior Vice President, BioReference Laboratories
The Equity Impact Award
Scott Fein has dedicated his career to strengthening community-based healthcare, serving as Senior Vice President at BioReference Laboratories, where he has worked for more than 40 years. Throughout his tenure, Scott has played a vital role in building partnerships with community health centers and healthcare organizations across New York, helping bring essential diagnostic testing and laboratory services to the patients and communities who rely on them most. His work has long been guided by a simple but powerful belief: that no patient should ever be denied access to healthcare services because of an inability to pay.
A graduate of St. John’s University with a degree in Pharmacy, Scott has spent decades working alongside community health centers to help them navigate the ever-changing healthcare landscape while ensuring they have the resources and support needed to continue delivering high-quality care. He takes particular pride in collaborating with organizations such as Morris Heights Health Center and building longstanding relationships centered on service, trust, and patient care.
Born and raised in New York City, Scott has always been passionate about giving back to the communities that helped shape him. His leadership, compassion, and dedication have made a lasting impact on countless patients, providers, and healthcare organizations throughout the region.
Scott is proud to share this honor with his wife, Debbie; his children, Dana, Adam, and Daniel; his son-in-law, AJ; daughter-in-law, Alyssa; and his grandchildren, Tyler, Joella, Gio, and Brady.

Amanda Pears Kelly
CEO, Advocates for Community Health
The Advocacy Impact Award
Amanda Pears Kelly is a nationally recognized leader in health policy and a fierce advocate for health care access. As a founding member and CEO of the Association of Community Health Centers (ACH), and in a dual role as CEO of the Association of Clinicians for the Underserved (ACU), she guides organizational strategy, policy, advocacy, and program development to expand access to high-quality care for underserved populations.
With more than 20 years of experience in health policy, Amanda has deep expertise in translating complex federal and state regulations, legislative developments, and emerging policy trends into actionable strategies and tactics to maximize impact for health centers and key stakeholders. She oversees ACH’s advocacy, communications, membership, and programs, leading initiatives that shape healthcare policy and regulatory priorities to positively impact tens of millions of patients across the United States. Amanda has extensive experience in policy and advocacy leadership, including grassroots campaign development, coalition building, and federal policy analysis. She has held senior roles in government affairs and advocacy at the American Diabetes Association and the National Association of Community Health Centers, where she shaped national health policy initiatives and civic engagement programs.
In addition to her policy work, Amanda is a recognized trainer and technical assistance provider, helping health centers implement policy, workforce, and operational strategies effectively. She has led educational programs supporting clinical workforce recruitment, retention, and resilience, including through ACU’s STAR² Center, which provides widely distributed resources on provider wellness, workforce development, and best practices for serving underserved communities. Amanda holds a BA in political science from the University of New Hampshire and is a graduate of the Institute for Nonprofit Management and Leadership at Boston University.
Kevin Ryan
Executive Director, Delta Dental Community Care Foundation
The Health Impact Award
Kevin Ryan is a nationally recognized social impact professional, philanthropy leader, and nonprofit executive with a lifelong commitment to service that began in his youth. At age 26, he received a Ten-Year Service Pin from the American Red Cross, reflecting an early and sustained dedication to strengthening communities, supporting society’s most vulnerable, and building philanthropic systems that expand and accelerate access to global good.
Early in his career, he helped establish one of the earliest “no-kill” communities in the United States and later contributed to building one of the nation’s largest no-kill animal welfare networks. His work then shifted toward global philanthropic infrastructure, where he helped lead the growth of NGOsource and co-created STEP (Streamlined Third-Party Evaluation Platform), initiatives that reshaped how U.S. foundations engage in international grantmaking and support grassroots organizations worldwide.
Today, Kevin helps lead the Delta Dental Community Care Foundation, where he works to expand access to quality, affordable oral healthcare for unserved, underserved, and underrepresented communities. He created the Foundation’s first signature initiative, a community-led program investing $5 million over five years in locally driven strategies to improve oral health outcomes for seniors and BIPOC populations. Since 2022, the initiative has served more than 20,000 seniors and continues to generate new models of care, from 3D-printed dentures to innovative care coordination for vulnerable populations, with a fourth and final coalition now forming to carry the model toward national replication.
His volunteer leadership reflects the same breadth of commitment. He serves as President of Lost n Found Youth, Chair of CATCH Global Foundation, Secretary of the Roots Foundation, a member of the Board of Visitors of Howard University, and an honorary board member of Meals on Wheels San Francisco.
He attended the University of Kansas and the University of Missouri–Kansas City, and currently lives in San Francisco with his partner and their poorly behaved beagle.
